BIO
Professor of Law, since 1993; on leave. Senior Staff Attorney at the Constitutional Court of Spain (since 1995).
He teaches doctorate and master courses on European Union law at the Instituto Ortega y Gasset and Instituto de Estudios Europeos - CEU (since 1995). He has taught at the Universities of Madrid (Complutense) and Navarre (UPNA), as well as at the Centre for Political and Constitutional Studies in Madrid. He has lectured at La Sorbonne-Pantheon University in Paris (France), the European University Institute in Florence (Italy), the Academy of European Public Law in Spetses (Greece), Parma University (Italy), the Michael Psellos Program in EPLC and Bahcesehir University, Istanbul (Turkey), the College of William and Mary, Virginia and Madrid, and the Saint Louis University law program in Madrid. He has participated in Council of Europe cooperation programs with constitutional courts and several EU legal programmes (China, 2000 - 2002; Kazakhstan, 2004).

Doctor en Derecho cum laude, Complutense University of Madrid (1984); LLM, Harvard Law School (1983).
Research Interests
He has published in the areas of constitutional and administrative law and European Union law. His fields of expertise include fundamental and human rights, EU area of freedom, security and justice, internal market freedom of establishment and services, immigration law, criminal investigation and procedure, due process (fair trial) and constitutional justice (judicial review) and constitutional history.
