Professor Velarde has a Degree in Law and Political Science (cum laude) from Universidad de Panama, certified as a Bachelor in Law by the Spanish Ministry of Education (1989). She also has a PhD in Law (cum laude), earned at the Department of Civil Law of the Universidad Complutense de Madrid (UCM) in 1989. After earning her PhD, she returned to Panama, where she combined legal practice with sporadic collaborations as an Assistant Professor at the School of Law of Universidad de Panama.
Since academic year 2010-2011, she has been teaching Civil Law at CUNEF, where she took on the role of Vice Director of the Department of Law in December 2018.
She has been an Honorary Collaborator of the Department of Civil Law at UCM since academic year 2010-2011.
