BIO
After graduating in Law at Universidad Complutense de Madrid with extraordinary honours and a national undergraduate award, he obtained a Master in Law from Harvard University (funded with a scholarship from La Caixa) and later a PhD in Law from Universidad Complutense de Madrid with extraordinary honours. He has been Counsel to the Council of State since 1991 and was a Professor at IE Law School (2004-2023). He has held the positions of Undersecretary of Defense, Parliamentary Speaker’s Chief of Staff and President of the Observatory of Military Life. He has been a board member at several private and public companies (including RENFE, CASA and Puertos del Estado). He is a visiting professor at the School of Law of the Catholic University of Portugal and an Honorary Auditor of the Military Legal Corps. HE has authored multiple scientific publications. He speaks English and French.
