Biography
Víctor Torre de Silva is an Assistant Professor in the Department of Law at CUNEF Universidad. After graduating in Law at Universidad Complutense de Madrid with extraordinary honours and a national undergraduate award, he obtained a Master in Law from Harvard University (funded with a scholarship from La Caixa) and later a PhD in Law from Universidad Complutense de Madrid with extraordinary honours. He has been Counsel to the Council of State since 1991 and was a Professor at IE Law School (2004-2023). He has held the positions of Undersecretary of Defense, Parliamentary Speaker's Chief of Staff and President of the Observatory of Military Life.
