Biography
Carlos Ocaña is an Adjunct Lecturer in the Department of Economics at CUNEF Universidad. Carlos Ocaña has been the CEO of Funcas since 2011. Previously, he was the Secretary of State for Finance and the Budget (2006-11), Secretary General for Budget (2004-6), senior economist at the International Energy Agency (1998-2002) and, during the 1990s, held other positions of responsibility at the Competition Court and the Electricity System Commission. He is a tenured professor on leave from Carlos III University. An economist by training, he studied at the universities of Zaragoza, the Autonomous University of Barcelona, and the Kellogg School of Management at Northwestern University, where he obtained his Ph.D. Fulbright Fellow. He has been a member of the boards of directors of SEPI, RENFE, and Expoagua.
