Biography
Carlos Ocaña is Funcas Director General since 2011. Previously he was the Secretary of State for Finance and the Budget (2006-11), Secretary General of the Budget (2004-6), senior economist of the OECD´s International Energy Agency (1998- 2002) and, during the 1990s, he held other managerial positions in the Competition Defense Tribunal and in the Electricity System Commission. He is a tenured professor on leave of absence from Carlos III University. He studied economics at the universities of Zaragoza, Autónoma de Barcelona and the Kellogg School of Management at Northwestern University, where he obtained his Ph.D. Fulbright Fellow. He has been a member of the board of directors of SEPI, RENFE and Expoagua.

Economics of competition and regulation. Fiscal policy.
Professional Career
General Director, Foundation of Savings Banks (Funcas), September 2011-Present.
Secretary of State for Finance and the Budget (March 2006-June 2011) and General Secretary of the Budget (April 2004-February 2006). The mentioned positions were carried out at the Ministry of Economy and Finance.
